In the paper «Philosophia ad bellum» is being realized an attempt to classify philosophic approaches to the study of phenomenon of war by the analogy with the structure of «Just war theory» – 1. Philosophia ad bellum – «philosophy for war», where are investigated ways of using of philosophic methods of cognition in applied military sciences; 2. Philosophia supra bello – «philosophy above war», which investigates worldview, historicphilosophic, existential, logicepistemological aspects of war; 3. Philosophia contra belli – «philosophy against war», where research of the essence of war gets its logical conclusion in grounding of the absurdity of thinking schemes which justify war as an act of violence. In the article was made historicphilosophic overview of the part «Philosophia ad bellum», where were showed tangent questions, which are considered by philosophic logic and theory of strategic intelligence. It was stated, that specialists if military intelligence admit the important role of researches in logic and theory of cognition in their professional work; were defined basic questions, which have the most essential interest for military professionals. There were analyzed ways of using of philosophic methods in developing military strategies, was made a conclusion that philosophy can be a basis of strategic failures and victories as well. ; У статті «Philosophia ad bellum» робиться спроба класифікації філософських підходів до вивчення феномена війни за аналогією з структурою «теорії справедливої війни» 1. Philosophia ad bellum – «філософія для війни», де досліджуються способи використання філософських методів пізнання в прикладних мілітарних дисциплінах; 2. Philosophia supra bello – «філософія над війною», що досліджує світоглядні, історіософські, екзистенційні, логікоепістемологічні аспекти війни; 3. Philosophia contra belli – «філософія проти війни», де дослідження сутності війни отримує своє логічне завершення в обґрунтуванні абсурдності мисленнєвих схем, що виправдовують війну як акт насильства. В статті виконано огляд історикофілософських основ розділу «Philosophia ad bellum», показано дотичні питання, що розглядаються філософською логікою та теорією стратегічної розвідки. Зазначається, що фахівці з розвідки визнають важливу роль досліджень з логіки та теорії пізнання для своєї професійної роботи; визначено основні питання, що мають найбільший інтерес для військових фахівців. Проаналізовано способи використання філософських методів у побудові військових стратегій, зроблено висновок, що філософія може виступати основою як стратегічних прорахунків, так і перемог. ; У статті «Philosophia ad bellum» робиться спроба класифікації філософських підходів до вивчення феномена війни за аналогією з структурою «теорії справедливої війни» 1. Das von Hobbes vertretene jus ad bellum erweist sich als ein die Neuzeit seit dem Westfälischen Frieden von 1648 prägendes Diktum, das die im Mittelalter angenommene moralische Superiorität einer Kriegspartei (bellum justum) überwinden sollte. Hobbes' Position verstellt allerdings den Blick auf die historischen, politischen und ökonomischen Bedingungen des Krieges. Rousseau hat erkannt, dass Eigentum und Staaten die Voraussetzung von Kriegen sind. Kant schließlich legt mit seinem Entwurf "Zum ewigen Frieden" ein Konzept vor, das sich um die Prinzipien und die Legitimationsbasis eines von der Vernunft geforderten freiwilligen Zusammenschlusses der Staaten bemüht. Mit einer republikanischen Verfassung verbindet Kant die Hoffnung, dass die Menschen sich der praktischen Vernunft entsprechend verhalten und den Krieg ablehnen. (ICE2)

Abstract In this article, we focus on the scholarly and policy debate on autonomous weapon systems (AWS) and particularly on the objections to the use of these weapons which rest on jus ad bellum principles of proportionality and last resort. Both objections rest on the idea that AWS may increase the incidence of war by reducing the costs for going to war (proportionality) or by providing a propagandistic value (last resort). We argue that whilst these objections offer pressing concerns in their own right, they suffer from important limitations: they overlook the difficulties of calculating ad bellum proportionality; confuse the concept of proportionality of effects with the precision of weapon systems; disregard the ever-changing nature of war and of its ethical implications; mistake the moral obligation imposed by the principle of last resort with the impact that AWS may have on political decision to resort to war. Our analysis does not entail that AWS are acceptable or justifiable, but it shows that ad bellum principles are not the best set of ethical principles for tackling the ethical problems raised by AWS; and that developing adequate understanding of the transformations that the use of AWS poses to the nature of war itself is a necessary, preliminary requirement to any ethical analysis of the use of these weapons.
